Queensland HHS annual reports: Treasury FRR and Health Service deadlines
Queensland Hospital and Health Services run two reporting calendars at once. Here is how to design a report that satisfies both.
Hospital and Health Services (HHSs) in Queensland report under the Financial Accountability Act 2009 (Queensland Treasury FRR) and the Hospital and Health Boards Act 2011. The two frameworks overlap on financial disclosures and diverge on governance and clinical performance content.
Two frameworks, one report
- Queensland Treasury Financial Reporting Requirements set the financial statement format and the report of operations contents.
- The Hospital and Health Boards Act adds clinical governance, service agreement performance, and statutory health service disclosures.

Deadlines for a 30 June balancer
- End August: Queensland Audit Office completes financial audit.
- Mid September: report signed by chair and chief executive.
- 30 September: submitted to the responsible Minister for tabling.
- Tabled in the Legislative Assembly within statutory window.
Designing for HHS audiences
HHS reports speak to four audiences at once: the Minister, the local hospital community, clinical staff, and Queensland Health system reviewers. The design has to flex. We use a primary narrative track for the community audience, a sidebar for clinical and quality data, and a structured back-of-book for the Treasurer-mandated financial and workforce tables.
